1928-1931 Model A Ford and Universal Heavy Duty Turn Signal Set. The set includes the Turn signal unit, the 6V Flasher and the Three Prong Flasher Plug, as well as the wiring diagram. The three prong plug has double contact brass connectors unlike the  cheaper one contact plug. This unit clamps to the steering column.
